The story begins with Kate in Greece, a setting intended to highlight the "Soldier" aspect of her character while leaning into the "ghosts" of her past. The central conflict revolves around the Religion of Crime and the "prophecy" that has haunted Kate since she was ten years old. Greg Rucka has described the initial arc as an "exorcism," intended to resolve narrative threads he has been considering for nearly seventeen years. The tone is described as a supernatural-noir thriller that asks the question: "How do you fight the devil when the devil is real—and how do you win?"
